Every week, dozens of enthusiastic travelers are turned back at military checkpoints along the North Sikkim highway and the road to Nathu La Pass. The reason? They presented their Aadhaar Card or PAN Card as identity proof. Here is the clear legal and national security rationale behind this regulation, and how to ensure your Sikkim holiday proceeds without a single hiccup.
Sikkim shares sensitive international borders with three sovereign nations: China (Tibet Autonomous Region) to the north and northeast, Bhutan to the east, and Nepal to the west. The Chumbi Valley border corridor is among the most monitored defense frontiers in Asia.
Under the Foreigners (Protected Areas) Order of 1958 and the Sikkim State Restricted Area Rules, large portions of North and East Sikkim are designated Protected Areas accessible only with verified clearance from the Ministry of Defence (Indian Army 17 Mountain Division) and the Home Department.
Aadhaar Card: Section 9 of the Aadhaar Act explicitly states that an Aadhaar number is proof of residence in India, NOT proof of Indian citizenship. Foreign nationals residing in India legally for more than 182 days are eligible for an Aadhaar card.
Because foreign passport holders are strictly barred from visiting sensitive border zones like Nathu La Pass and Gurudongmar Lake, military intelligence personnel cannot accept an Aadhaar card to determine whether a traveler is an Indian citizen.
PAN Card: A PAN card is a financial tax-identification document issued without physical address verification, making it legally insufficient for border clearance.
Digital copies on DigiLocker or photo screenshots on mobile phones are NOT accepted at the 3rd Mile Checkpost or Chungthang Checkpost. High-altitude checkposts operate in zero-cellular connectivity zones and require physical document examination.
You must carry the original physical hard-copy Voter ID or Passport with you in your daypack during all high-altitude excursions.
When you book your itinerary with us, our Gangtok operations desk collects clear scanned copies of your original Voter ID / Passport and passport photos 48 to 72 hours before your trip.
We secure the verified Protected Area Permits (PAP) from the Sikkim Police and Army liaison desks in Gangtok. On travel day, our driver carries the stamped government permits, and you simply present your original ID at checkposts.
